SOLUSI GURU HONORER : Bentuk Sistem Penyaringan Berdasarkan Rasio

SAPULIDI (BEKASI) – Untuk mengatasi persoalan dan polemik terhadap kejelasan guru honorer, LSM Sapulidi memberikan beberapa alternatif yang merupakan sistem dan instrumen yang harus dijalankan—sehingga pengangkatan terprogram dengan baik sesuai dengan kebutuhan dan kemampuan daerah.

Ketua Tim Advokasi Guru Honorer dari LSM Sapulidi, Tengku Imam Kobul Moh. Yahya S., ST mengungkapkan penyelesaian guru honorer harus didasarkan pada rasio antara guru dengan siswa, guru dengan sekolah dan guru dengan rombongan belajar.

Selain itu tentunya harus mempertimbangkan kemampuan keuangan daerah serta kebutuhan pada satuan pendidikan masing-masing berdasarkan Permendiknas Nomor 22 Tahun 2006 tentang Standar Isi dan Permendiknas Nomor 15 Tahun 2010 tentang Standar Pelayanan Minimal (SPM) Pendidikan Dasar Pada Kabupaten/Kota.

“Untuk menghitung rasio bisa dilaksanakan dengan mengacu pada Permendiknas Nomor 39 Tahun 2009 tentang Pemenuhan Beban Kerja Guru dan Pengawas Satuan Pendidikan. Karena amanat undang-undang tersebut ada 3 poin penting yang harus dilakukan pemerintah daerah utamanya kab/kota maksimal harus sudah terlaksana 2 tahun sejak permen itu diundangkan,” kata Bang Imam yang saat ini menjabat sebagai Direktur Bidang Sosial dan Pendidikan LSM Sapulidi.

Tiga poin yang dimaksud pada permen itu adalah;

(1) Pemerintah Kabupaten/Kota sudah harus memiliki rencana kebutuhan guru pada daerah masing-masing;

(2) Melakukan redistribusi kelebihan guru; dan

(3) Merencanakan rekruitmen guru baru.

“Dari 3 bahasan pokok tersebut, Pemerintah Daerah seharusnya merekrut kebutuhan guru dengan mengutamakan guru-guru yang sudah lama mengajar yang saat ini menjadi guru honorer. Termasuk kriteria lainnya adalah guru berprestasi, guru yang masa mengajarnya lebih lama, dan guru usia kritis,” jelas Bang Imam lagi.

KEBUTUHAN GURU

Berdasarkan data Analisa Guru Nasional Tahun 2009, kebutuhan guru di Kota Bekasi pada tahun 2011 adalah sekitar 263 orang dari semua jenjang TK, SD, SMP, SMA, SMK Negeri se-Kota Bekasi. Kebutuhan tersebut sudah termasuk pada semua mata pelajaran dan muatan lokal.

“Kedepan Pemkot Bekasi harus menyiapkan instrumen dan sistem untuk mengawal proses rekruitmen dan pengangkatan guru. Sehingga tenaga yang dihasilkan betul-betul profesional dalam bidangnya, bukan merupakan titipan oknum pejabat atau familinya,” kata Bang Imam. (red/admin LSM Sapulidi)

Mae Alumni ITB Berminat Ikut Relawan LSM Sapulidi


LSM Sapulidi ternyata banyak diminati orang. Selain menjadi advokasi kelompok marjinal, banyak tenaga profesional yang ingin bergabung menjadi relawan pada LSM ini.

Salah satunya, Mae. Alumni ITB ini berminat setelah mebaca kegiatan-kegiatan LSM Sapulidi yang memang konsen terhadap Bidang Pendidikan, Kesehatan, Sanitasi, Air Minum, Sampah, Lingkungan Hidup, Ekonomi, Transportasi dan Politik.
Berikut ini biodata singkat dan aktifitasnya selama ini ....

About Mae:
Siti Maemunah (called as Mae) finished her bachelor degree in Chemical engineering, ITB  at 2000 and then she earned her chemical engineering master degree from ITB and Rijkuniversiteit of Groningen (Netherland) at the same year, 2007. Both master degree were accomplished by getting scholarship from ITB and Delta Scholarship from Dutch Government. Her research mostly on alternative energy such as bioethanol and biodiesel from Indonesian plant such as cassava and castor oil. She was published her research on several national journal (JTKI) and seminar (CIEB by BBPT and in UGM). She was actively joined professional training and seminar such as training of Corrosive Technology in Oil and Chemical Plant (2006) and water treatment seminar in 2005 (Forshungzentrum Karlsruhe, Institute of Technical Chemistry Germany).

 She was involved in several university to government (U to G) project as project development engineer. Those project such as Bioethanol project in 2005-2006, Biodiesel project with BPPT in 2007, and for Pertamina (Develop Expert system project) in 2007-2008. She then continued her professional activities as project engineer in Corporate Engineering Departrment of Holcim for 3 years from 2008 to 2011. Her job was consolidated manufacturing data and reporting to Manufacturing Director. She was also done feasibility study for project in company and develop CAPEX proposal for potential project which will be delivered to BoD. In 2011 she decided to resign to focus on raising her first son, and took freelance job as trainer in private training company. Her training  course covered  risk management, project management approach, problem solving analysis and food safety subject. As for her profesional skill, she used to operated some laboratory device such as GC-MS, H-NMR, doing chemical & biology analysis such as titration, extraction, AAS, BOD&COD analysis, waste water analysis,  and microbial identification. Now, she join Sapu Lidi NGO to contibute by sharing her professional knowledge.
